Glenn Penfold is a partner and practice group leader in the Public Law Practice at Webber Wentzel.

He specialises in constitutional and administrative law and advises on a wide array of issues in this area, including fundamental rights, public decision-making, public procurement, public finance management and access to information.

Glenn regularly advises on regulatory matters in a variety of industries, including electricity and energy, transport, healthcare, petroleum, communications, education, gambling and utilities.

Glenn has written on the topics of constitutional litigation, public procurement, administrative justice, access to information and freedom of expression. He is also an Honorary Senior Lecturer in the Law School of the University of the Witwatersrand.

His expertise has been recognised by various international research organisations including The International Who’s Who (Public Procurement) and Best Lawyers (Health Care Law and Regulatory Practice). Glenn was named Lawyer of the year by Best Lawyers for Regulatory Practice in 2010 and 2015.

Glenn has BA and LLB degrees, both awarded with distinction, from the University of the Witwatersrand. He also has an LLM degree in Public International Law from the University of Cambridge, United Kingdom.
